Dear Governor, Attorney General, US Legislators, Congressional Committee Members, Sheriffs, District and County Attorneys, Police, et al.,
First off, thank you for all you do for your jurisdiction and its people. Each of you are faced with a really horrible situation. Under United Nations Charter, Article 104, you don’t have control over your office; the United Nations does.
Charter of the United Nations of 26 June 1945:
Article 104 — The Organization shall enjoy in the territory of each of its Members such legal capacity as may be necessary for the exercise of its functions and the fulfillment of its purposes.
⁕ Note that “territory” in international law does not define as geography but as areas of government administration. In the United States this includes federal, state, and county governments but not municipal.
Even worse, under United Nations Charter Article 104, “municipal” police are THE ONLY PROTECTION the American people have that are outside of United Nations control. Including, but not limited to, even their military.
I do “not” find it curious that no other law enforcement agencies were targeted over the past couple of years for defunding. Especially in light of the gross (very gross) violation of Article 7 of the International Covenant on Civil and Political Rights of 16 December 1966 under color of Article 4, ¶1:
Article 7 — …In particular, no one shall be subjected without his free consent to medical or scientific experimentation.
Article 4, ¶1 — In time of public emergency which threatens the life of the nation and the existence of which is officially proclaimed, the States Parties to the present Covenant may take measures derogating from their obligations under the present Covenant….
Clearly, this is not a “contest” of codes and statutes but of the REAL LAW which this fact is hidden to most. Specifically, the authority of the father of deception, lies, death, and destruction is continually perpetrated against all humanity to keep them unaware of their true authority and power as a child of the most high God who created all people in His most high and holy image. This sounds crazy, I know; but I also know it’s true.
So, what do we do to defend ourselves? Because it’s getting out of hand, fast. My intelligence contact told me, even back in 2017, that everyone in Congress was scared to death because no one knew who was on which side. And from my experience communicating with many of you for well over a decade, it appears a lot of you are fighting desperately from the inside trying to save us.
So, this is what I bring to help. DON’T DISCOUNT IT BECAUSE MY COURT RECOGNIZED JURISDICTION AND AUTHORITY ARE ABOVE THE UNITED NATIONS’. Hear me out. This is direct known material fact which court records (with universality principle invoked and court recorded) prove. And agents cannot supersede their principals.
Look at the Preamble of the United Nations Charter. The people are the principals of that contract.
And if you notice in the Ventura Superior Court Case 2011045129, wherein universality principle was invoked and Court recorded; I did a formal succession of states which not only was deposited in 22 multilateral treaty depositaries, but was also Court recorded. This makes it direct-known material fact which YOU can use. How? Because also Court recorded is the fact that the United Nations was formally served by service of process and never contested. So now it’s incontestable as well as uncontestable. And with the Case having universality principle invoked, it does apply to your jurisdiction.
Keep in mind that at no time have I ever been prosecuted for 18 U.S. Code § 1001 {especially ¶¶ (a) 2 and 3} and C.P.C. § 118. A simple background check will confirm this to you (full name – Cynthia Mildred Miles, birthdate – 10 June 1964, birthplace – Arizona, USA Passport Number – 649312374). This PROVES the US Government, Federal and State, agree everything I filed in Ventura Superior Court Case 2011045129 is TRUE. To put it bluntly, what I’ve lawfully accomplished for your Office has been intentionally kept from YOU by those who control you.
You can use this FORMAL NOTICE AND ORDER to save your people. Why? Because I willed my estate to every state of the United States of America in equal shares upon my death. That makes all of the people within your jurisdiction the beneficiaries of my Will; forever making them and your Office (as their agent) an integral part of my retinue. My Will is enclosed herein.
Well established is the legal definition of “court” as the person and suite of the sovereign; the place where the sovereign sojourns with its regal retinue, wherever that may be. Thus, I, Cynthia Mildred Miles, have lawful capacity and right to come to the agents of my retinue as the court of final jurisdiction to bring your Office, as public servant, this FORMAL COURT ORDER to affect my entire retinue.
This means that I can give you “orders” which you “must obey” even under United Nations Charter, Article 104; and at the same time my orders will blanket you and your people with my absolute sovereign immunity. Which my sovereign recognition and immunity is verifiably Court recorded in Los Angeles Superior Court Case BP-125551. The recognition of which is irrevocable and unconditional. See Montevideo Convention on Rights and Duties of States of 26 December 1933, Articles 3, 6, and 7.
As a court recognized principal of the United Nations Charter (see Succession Notification recorded in Ventura Superior Court Case 2011045129), the United Nations Organization (as an “agent” of the contract which created it) cannot supersede how I administrate this Contract or its Article 104 (which is my own contract and article); of which I am one of the United Nations own creators! I know this seems preposterous, but it’s direct known material fact. Simply put, it’s the jurisdiction and authority of the matter, without which nothing is lawful. Which you should know!!
Don’t forget that in Lansing v. Smith, 4 Wend. 9 (1829), “The people of this state, as the successors of its former sovereign, are entitled to all the rights which formerly belonged to the king by his prerogative.” Therefore, for God and country, I, Cynthia Mildred Miles, under my right to self-determinism do hereby declare, attest, testify, confess, and CERTIFY that the ONLY King which I stand under is Jesus Christ. And I emphasize that the United States of America national motto is still, “In God We Trust.” See 36 U.S. Code §302, which the United States Congress reaffirmed in 2002, 2006 and 2011. It’s still printed on US currency today.
Public Servant, if the United States of America goes down after witnessing to the entire world that it trusts God, that wouldn’t seem to glorify God’s name but Satan’s. So, it doesn’t seem logical to me that our heavenly Father wouldn’t have prepared something in advance to help us. See Psalm 46:10-11 KJV, “Be still, and know that I am God: I will be exalted among the heathen, I will be exalted in the earth. The LORD of hosts is with us; The God of Jacob is our refuge. Selah.” And Isaiah 48:10-11 KJV, “Behold, I have refined thee, but not with silver; I have chosen thee in the furnace of affliction. For mine own sake, even for mine own sake, will I do it: for how should my name be polluted? and I will not give my glory unto another.”
Thus, would it be wrong if your jurisdiction’s public servants and one of the United Nations own principals, who is a bible-believing Christian and an integral part of the Bride of Christ as well as God’s retinue, make it known—God takes care of His children? See Matthew 5:14-16 KJV, “Ye are the light of the world. A city that is set on an hill cannot be hid. Neither do men light a candle, and put it under a bushel, but on a candlestick; and it giveth light unto all that are in the house. Let your light so shine before men, that they may see your good works, and glorify your Father which is in heaven.”
And Isaiah 37:33-36 KJV, “Therefore thus saith the LORD concerning the king of Assyria, He shall not come into this city, nor shoot an arrow there, nor come before it with shields, nor cast a bank against it. By the way that he came, by the same shall he return, and shall not come into this city, saith the LORD. For I will defend this city to save it for mine own sake, and for my servant David’s sake. Then the angel of the LORD went forth, and smote in the camp of the Assyrians a hundred and fourscore and five thousand: and when they arose early in the morning, behold, they were all dead corpses.”

MISPRISION OF TREASON. The bare knowledge and concealment of an act of treason or treasonable plot, that is, without any assent or participation therein, for if the latter elements be present the party becomes a principal. 4 Bl.Comm. 120; Pen.Code Cal. Ԥ 38.
And in Marquette Law Review, Volume 25, Issue 2, February 1941, Article 8, Criminal Law - Misprision of Felony, Raymond Huevler wrote:
“In Neal v. United States, 102 F. (2d) 643, (C.C.A. 8th, 1939) a conviction was reversed on the ground of insufficient proof that the defendant had per- formed an affirmative act of concealment. The court stated the elements of misprision of felony as follows: (1) a felony has been committed; (2) the defendant has full knowledge of that fact; (3) defendant fails to notify the authorities; (4) defendant takes affirmative steps to conceal the crime. All four elements must be present before there can be conviction for misprision of felony. United States v. Farrar, 38 F. (2d) 515, (W.D. Mass., 1930); Marbury v. Brook, 7 Wheat 556, (U.S. 1822).
Misprision of felony is defined as follows: “One to be responsible for a crime committed by another must in some way make a contribution thereto from his will. Yet without such contribution, he can commit a crime of his own in respect of the other’s crime. So that if while another is perpetrating treason or a felony into which his will does not enter, he stands by without using the means in his power to prevent it; or if, after it has been done in his absence, he is-made aware of the fact, yet neither discloses it to the authorities nor does anything to bring the offender to justice the law holds him to be guilty of a breach of duty due to the community and the government, and for this breach punishes him. The name which professional usage has given to the breach is misprision of treason or felony.” 1 BISHOP, NEW CRIMINAL LAW, 9th Ed., § 720.
Misprision, that is, failure to use the means that one has to prevent a felony committed in his presence, was seriously regarded in Egyptian law, for who- ever had it in his power to save the life of a citizen and neglected that duty, was punished as his murderer. 1 BISHOP, op cit. supra, § 718. Though prosecutions for misprision were extremely rare in England (Williams v. Bayley, L. R. 1 H. L. 200), one English writer has indicated that every man was bound to use all possible lawful means to prevent a felony. 1 HALE, P. C., 484-489. Blackstone speaks of this same duty but asserts that one may not resort to killing in order to prevent a felony unless the crime itself is punishable with death. 4 BL. CoMx.* 181.”
Nonetheless and as I’m sure you BOTH know, under 18 U.S. Code § 2382 – Misprision of treason, “Whoever, owing allegiance to the United States and having knowledge of the commission of any treason against them, conceals and does not, as soon as may be, disclose and make known the same to the President or to some judge of the United States, or to the governor or to some judge or justice of a particular State, is guilty of misprision of treason and shall be fined under this title or imprisoned not more than seven years, or both.”
As agents cannot supersede their principals…and it is the principal, not the agent, who is the financially liable party; is it treason to take money from the American people and use it to harm them? See Justice Wilson’s opinion in Chisholm v. Georgia, 2 U.S. 2 Dall. 419 (1793): “Man, fearfully and wonderfully made, is the workmanship of his all perfect Creator. A state, useful and valuable as the contrivance is, is the inferior contrivance of man, and from his native dignity derives all its acquired importance.... The sovereign, when traced to his source, must be found in the man.”
As the next page’s image evidences, Citibank apparently—affirms—it has my $9 trillion USD and ⇉ completed ⇇ Funds Transfer Agreement; which apparently, hasn’t taken effect yet (is currently ‘non-existing’). In other words, Citibank (in writing, on the letterhead of the office of their president), has apparently informed clandestinely, the only ‘valid’ reason Citibank hasn’t deposited my $9 trillion USD into my checking account is because the ‘completed’ funds transfer agreement (which it has and the OCC received copy) is not yet operational. Such as, something is not yet “in or ready for use”. From this I infer that until—I’m—ready for it’s use, it’s not going to take effect/exist. To this end, I’m communicating with law enforcement for security.
If you’re unfamiliar, I obtained this $9 trillion USD by means of a lawful exchange for Millies (my state’s currency) after a formal succession of states. I have court recorded unlimited capacity to create, exchange, certify my sovereign reserves and electronically transfer my money from one of MY accounts into another of MY accounts. See Ventura Superior Court Case 2011045129 and inter alia International Monetary Fund (‘IMF’) Articles of Agreement, Article 30.
Clearly, there is no third party when I transfer my money to myself. Nor is there any law that forces sovereigns (see Los Angeles Superior Court Case BP-125551) to use a counterparty when moving their own money from one of their own accounts into another of the same. Clearly, it wouldn’t be sane to assume it’s ‘lawful’ to create money in order to harm people, but not lawful to create money to help and benefit them.
As Citibank and the OCC both know, new money supply from exchanges (e.g. such as from tourists)—even in the trillions—cannot cause inflation for United States citizens. It isn’t [odious] debt. Moreover, when money is brought home by a migrant worker, it’s exempt from IMF balance-of-payments statistical reporting. ‘Migrant’ definition also includes people living in birth country when an unforced succession of states applies. Thus, my personal money is void of all United Nations control.
The majority of this $9 trillion USD is earmarked to pay out $85-million (each) to all county and municipal law enforcement, fire departments, emergency medical services and food banks—outside of both United Nations and IMF jurisdictions. It’s been well discussed with Congress and other various government agencies over many years. I’ve never been prosecuted for 18 U.S. Code § 1001 nor any state’s perjury laws. To assist verification, I was born in Arizona on June 10th, 1964.
In fact, at one point, it seems I even received Congressional Banking Committee help after the Federal Reserve Bank of San Francisco sent me a non-standard contract (“Settlement Only Agreement”) for opening a Federal Reserve master account. This account opening was later intervened (stopped) and it was decided for me to distribute my funds through my personal bank account at Citibank to avoid future IMF and United Nations interference. (They apparently have access through the U.S. Treasury, Federal Reserve System and Federal Reserve Bank of New York; but not private corporations.)
See following four images of emails received: The first image below is from Sheila Bench of the Federal Reserve Bank of San Francisco. (The total communication was very lengthy.) Her signature line is on the second image. Then further following are images three and four. Two emails from a supervisor at Accuity. Accuity, is the organization which assigns all routing numbers to each financial institution. I don’t know which senators (mentioned in the emails) called and tried to help. Obviously, the OCC cannot approve bank charters for banks they cannot regulate.
Getting back to the deposit of my $9 trillion dollars, which is the subject of the aforementioned Citibank letter; it appears there is an intervening entity who is clandestine. I don’t know who they are. But, based on other very positive conversations, I do not believe it is the Federal Reserve System or Citigroup nor the OCC. I can only discern lawful capacity of this kind wouldn’t be from any usual branch of United States Government or even the United Nations due to USA bank privacy laws. That and the simple fact there is no regulator authorized to regulate me, my money, checking accounts or how I transfer my money—due to my court recognized legal status.
I assume Citibank and or the OCC know who this entity is. I also assume the entity is some branch of the U.S. Military, possibly Army, and that the ‘restraint’ is related to securing MY safety (for national security). As without security hired, I could not realistically be ‘ready’. The conundrum is, of course, I cannot hire security until my funds are in my checking account.
Relevantly, in 2012 when I filed my Surety of Peace filing (in Ventura Superior Court Case 2011045129), from the time I picked up ‘service of process’ copies for all United Nations member states—until my process server mailed the packages at a United States Post Office; there appeared to be Federal (U.S. Secret Service), State (California Highway Patrols), County (Sheriff Deputies), and even Municipal (Police) law enforcement completely surrounding the vehicle I was in. It seemed similar to a presidential motorcade and their many vehicles took up most or all lanes on the 405 freeway. This was on or about November 7, 2012, traveling 405 freeway southbound between 118 and 101 freeways.
More notable is the fact, which can be confirmed through (Ventura) Case 2011045129 records, this occurred while there was a live bench warrant for my arrest. Yet no one laid a hand on me. Lack of arrest records proves this.
If you are not familiar, the live bench warrant recorded in Case 2011045129 allegedly related to driving on a suspended California driver license, even though a ticket was never issued. No ticket was ever issued because I didn’t have a California driver license (to suspend). Nor did I for more than 18 months prior. See my very last California Driver License (number ‘D4154408’) which expired on June 10th, 2010. Yet, the Ventura County court records reflect there was a live bench warrant, court ordered for a violation date of December 23, 2011; without ANY citation number or mandatory appearance required. This warrant remained ‘live’ on formal court records for over 6 years.
I suspect the United Nations instigated the warrant. Because under their Charter’s Article 104, they can force any member state’s government to do whatever they want. As well, if it had been U.S. federal or state government to perpetrate the fraudulent arrest warrant; I should think they would have arrested me on November 7th, 2012, when plainly they could have. Instead, they protected me.
Administrator, if you want ANY confirmation how much our federal and state governments are supportive of what I’m attempting, then confirm for yourself that at no time during those 6½ years (2012-2018) did anyone arrest me. Not even when an unscrupulous landlord (who knew about the arrest warrant), used that fact to threaten me for money with a bogus eviction filing. The bogus eviction court filing was for two months’ rent which I had paid and he had already deposited into his checking account. He demanded money from me for years, even threatening to involve the FBI. Yet, notably, the Court let me peacefully live in my rented house for 6 months before asking me to leave. No one touched me. Nor did anyone apprehend me when I made calendared appearances in the Los Angeles (Stanley Mosk) Superior Court, Case BP-125551 (see dates on dockets). It’s not like no one knew WHERE I WAS LIVING or when and where I would physically make a physical appearance in court. No one EVER arrested me, even with the landlord trying.
Pertinently, and as confirmed to me by my friend (a former United States Department of Defense Inspector General nominee, high-level CIA and NSA as well as THE whistleblower in the Doomsday Project which is apparently tied to the Iran-Contra affair); one of my many death threats came from a secret service agent employed as a police officer at the station nearest where former and now deceased President Bush (senior) had his vacation home. It’s notable that some believe the Secret Service and ‘that’ President Bush were involved in JFK’s assassination. My friend, by the way, was hired by the CIA to investigate corruption within the National Program Office (NPO) related to Continuity of Government (COG).

My friend (a long-time trusted friend and hired advisor) always knew my whereabouts for my safety, even my specific hotel room number. But because of physical evidence of unknown ‘additional eyes’ on his and my communications, I stopped communicating with him. I suspected the extra eyes were hindering my efforts…I think his extraordinary high-level security clearances mandate his monitoring. After ceasing all communication with him, there were approximately 23 attempts of someone trying to get into my hotel room. I assumed to assassinate me. And I think my friend, later, did too.
The ‘attempts’ started very shortly after ceasing communication. I think after only a few days. I would hear the electronic door lock on my hotel room door disengage. Then someone would repeatedly slam into the outside of the door while rapidly moving the door handle. Apparently, trying to get inside. I have an uncommon device on the door prohibiting the deadbolt from disengagement so the door never opened. This same type of event would reoccur every couple of days to a week or so over many months. I eventually reached back out to my friend after several months of this without stopping. My friend (the aforementioned former high-level CIA and NSA), told me that he was “more than just a little worried”.
It’s true roughly 60,000 federal and state government agencies have my Will and can use it if I die. Yet, it seems reasonable to me (considering the ongoing support I receive); that if I’m alive, my unusual court recorded legal status and lawful monetary capacities might be able to help the United States fight against the apparent United Nations takedown in ways maybe none of ‘us’ have considered. As opposed to local governments, just taking their chances in attempting to execute my Will, should I be assassinated.
⇉ I’m⇇ not your enemy nor Citibank’s. I’m trying to help you so that YOU may in return help all Americans. If whomever is behind America’s demise divides us, they will conquer us. However, due to the laws of this country which none other have; if USA corporations, Americans and their representatives—UNITE—no entity (not even the United Nations) can take us down! Our strengths combined CAN defeat any enemy.
As you know (or should know), I intend to fund any budget needs for each county and municipality within the United States. As well-discussed with U.S. Congress over many years, I’m committed to gifting all county governments (without conditions) funds to buyback farmland, food processing plants, other businesses and real estate from foreigners. As well as money to fund local farmers and businesses to produce food, products and services for Americans. This is in addition to providing funds to update any infrastructure needs or have any and all 5G Towers removed and or destroyed, should it be wanted.
As the United States was founded on Judeo-Christian values (see our Nation’s motto), I asked myself would God want us to fight back or would He just want everyone to turn the other cheek during this period of His plan? For myself, I am a King James version Bible believer. But I also think it critical that my conscience, rational thought and sense of what’s right or wrong be in alignment with my Biblical understanding. Under United Nations Charter, Article 104, the United Nations can compel the U.S. Federal Government to manipulate any state government—to defund ANY county government. They can also play dirty tricks on any United States corporation. Even big banks, like Citibank. Citibank, whom after receiving nearly ⇉ half a TRILLION dollars ⇇ of American’s money as ‘federal funding’, now only has branches in about 13 of our 50 states! That doesn’t seem like the kind of success a big bank would want. Nor the kind of “thank you” (from a public relations standpoint), that they would want for those who funded them. Especially when they received more than any other financial institution. Instead, it makes them ‘look like’ common thieves. Just like Citibank, many government agencies have had to compromise the American public’s welfare in order to receive funding. Ending up, ‘looking’ just as criminal.
Suspiciously, in 2000, there were over 8,300 FDIC-insured banks in the United States. By 2021, there were only 4,236. In other words, about HALF were already gone—two years ago.
A COUNTRY WHOSE PEOPLE CANNOT ACCESS THEIR OWN MONEY IS A COUNTRY THAT CAN EASILY BE OVERTHROWN!!
I REPEAT… If whoever is behind America’s demise divides us, they will conquer us. However, due to the laws of this country which none other have; if USA corporations, Americans and their local county representatives—UNITE—no entity (not even the United Nations) can touch us!! Contrarily, I quote Soviet Premier Nikita Khrushchev, “We will take America without firing a shot. We do not have to invade the U.S. We will destroy you from within.” (Again, see 18 U.S. Code § 2382 – Misprision of treason.)
I personally think our great military is not so incompetent as to let that happen. And I’m sure they saw, what’s going on today, from miles away. Notably, both treason and entrapment are illegal. ⇉ But providing opportunity to commit a crime, IS NOT. ⇇ Thus, I premonitorily share Second Kings, Chapter 10, Verses 19-26:

In closing, it seems if we are to defeat the onslaught that has been thrust upon us; we are going to have to trust each other, forgive each other’s shortcomings, work together and most importantly, throw the kitchen sink at those who’ve harmed us. The money I have (once deposited) will provide all county governments and municipalities means to investigate crimes impacting all Americans as well as prosecute and enforce any court judgments obtained.
Can you imagine, EVERY U.S. county, filing lawsuits against the perpetrators who’ve harmed us—at the same time? Oh, the flurry of motions they’ll have to deal with! From a deluge of 3,143 counties, prosecuting EACH of them, individually…at the SAME time. Not even with several billionaires ‘defense’ money can they survive—THAT.

From Black’s Law Dictionary, Revised 4th Edition, 1968, p. 1672:
TREASON. The offense of attempting by overt acts to overthrow the government of the state to which the offender owes allegiance; or of betraying the state into the hands of a foreign power. Webster.
“Treason” consists of two elements: Adherence to the enemy, and rendering him aid and comfort. Cramer v. U. S., U.S.N.Y., 65 S.Ct. 918, 932, 325 U.S. 1, 89 L.Ed. 1441.
In England, treason is an offense particularly directed against the person of the sovereign, and consists (1) in compassing or imagining the death of the king or queen, or their eldest son and heir; (2) in violating the king’s companion, or the king’s eldest daughter unmarried, or the wife of the king’s eldest son and heir; (3) in levying war against the king in his realm; (4) in adhering to the king’s enemies in his realm, giving to them aid and comfort in the realm or elsewhere, and (5) slaying the chancellor, treasurer, or the king’s justices of the one bench or the other, justices in eyre, or justices of assize, and all other justices assigned to hear and determine, being in their places doing their offices. 4 Steph.Comm. 185-193; 4 Bl. Treason against the United States shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort. U.S.Const. art. 3, § 3, cl. 1. See Young v. U. Constructive Treason
Treason imputed to a person by law from his conduct or course of actions, though his deeds taken severally do not amount to actual treason. This doctrine is not known in the United States.
High Treason
In English law. Treason against the king or sovereign, as distinguished from petit or petty treason, which might formerly be committed against a subject. 4 Bl.Comm. 74, 75; 4 Steph. Comm. 183, 184, note.

In English law. The crime committed by a wife in killing her husband, or a servant his lord or master, or an ecclesiastic his lord or ordinary. 4 Bl.Comm. 75.
Treason-felony

Be it known, the year 2023, was not the first time my fellow peoples’ representatives have tried to get the United States of America out of the United Nations! Withdrawal legislation was first introduced in 1981 by Representative Larry McDonald, a Democrat from Georgia. Then Representative Ron Paul, a Republican from Texas, heroically introduced similar legislation throughout the 1990s and 2000s…repetitively, for more than 10 years! And attempts were brought again, in 2022, by Representative Michael Rogers a Republican from Alabama. Now again, in 2023, by Representative Chip Roy a Republican from Texas and Senator Mike Lee a Republican from Utah. I REPEAT, OUR GOVERNMENT IS GOOD!!

To terminate membership by the United States in the United Nations, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. Short title.
This Act may be cited as the “Disengaging Entirely From the United Nations Debacle Act of 2023” or the “DEFUND Act of 2023”.
SEC. 2. Repeal of United Nations Participation Act of 1945.
(a) Repeal.—The United Nations Participation Act of 1945 (Public Law 79–264; 22 U.S.C. 287 et seq.) is repealed.
(b) Termination of membership in United Nations.—The President shall terminate all membership by the United States in the United Nations, and in any organ, specialized agency, commission, or other formally affiliated body of the United Nations.
(c) Closure of United States Mission to United Nations.—The United States Mission to the United Nations is closed. Any remaining functions of such office shall not be carried out.
SEC. 3. Repeal of United Nations Headquarters Agreement Act.
(a) Repeal.—The Joint Resolution of August 4, 1947 (61 Stat. 756, chapter 482; 22 U.S.C. 287 note) (commonly known as the “United Nations Headquarters Agreement Act”) is repealed.
(b) Withdrawal.—The United States withdraws from the agreement between the United States of America and the United Nations regarding the headquarters of the United Nations (signed at Lake Success, New York, on June 26, 1947, which was brought into effect by the United Nations Headquarters Agreement Act).
SEC. 4. United States assessed and voluntary contributions to the United Nations.
No funds are authorized to be appropriated or otherwise made available for assessed or voluntary contributions of the United States to the United Nations or to any organ, specialized agency, commission or other formally affiliated body of the United Nations, except that funds may be appropriated to facilitate termination of United States membership and withdrawal of United States personnel and equipment, in accordance with sections 2 and 3, respectively. Upon termination of United States membership, no payments shall be made to the United Nations or to any organ, specialized agency, commission or other formally affiliated body of the United Nations, out of any funds appropriated prior to such termination or out of any other funds available for such purposes.
SEC. 5. United Nations peacekeeping operations.
The United States may not participate in any peacekeeping operation of the United Nations.
SEC. 6. Withdrawal of United Nations presence in facilities of the Government of the United States and repeal of diplomatic immunity.
(a) Withdrawal from United States Government property.—The United Nations (including any organ, specialized agency, commission or other formally affiliated body of the United Nations) may not occupy or use any property or facility of the United States Government.
(b) Diplomatic immunity.—No officer or employee of the United Nations (including any organ, specialized agency, commission or other formally affiliated body of the United Nations) or any representative, officer, or employee of any mission to the United Nations of any foreign government shall be entitled to enjoy the privileges and immunities of the Vienna Convention on Diplomatic Relations done at Vienna April 18, 1961, nor may any such privileges and immunities be extended to any such individual. The privileges, exemptions, and immunities provided for in the International Organizations Immunities Act (22 U.S.C. 288 et seq.), or in any agreement or treaty to which the United States is a party, including the Agreement Between the United Nations and the United States of America Regarding the Headquarters of the United Nations, signed at Lake Success June 26, 1947, and entered into force November 21, 1947, and the Convention on the Privileges and Immunities of the United Nations, done at New York February 13, 1946, and entered into force with respect to the United States on April 29, 1970, shall not apply to the United Nations or to any organ, specialized agency, commission or other formally affiliated body of the United Nations, to the officers and employees of the United Nations, or of any organ, specialized agency, commission or other formally affiliated body of the United Nations, or to the families, suites, or servants of such officers or employees.
SEC. 7. Repeal of United States participation in the World Health Organization.
The joint resolution entitled “Joint Resolution providing for membership and participation by the United States in the World Health Organization and authorizing an appropriation therefor”, approved June 14, 1948 (22 U.S.C. 290), is repealed.
SEC. 8. Repeal of involvement in United Nations conventions and agreements.
The United States shall end any participation in any conventions and agreements with the United Nations and any organ, specialized agency, commission, or other formally affiliated body of the United Nations. Any remaining functions of such conventions and agreements shall not be carried out.
SEC. 9. Prohibition on United States reentry into United Nations.
(a) In general.—The President may not enter into an agreement for membership in the United Nations or any organ, specialized agency, commission, or other formally affiliated body of the United Nations without the advice and consent of the Senate.
(b) Withdrawal provision requirement.—The advice and consent of the Senate to the ratification of any agreement seeking membership in the United Nations or any organ, specialized agency, commission, or other formally affiliated body of the United Nations shall be subject to a reservation, which shall be included in the instrument of ratification, that reserves the right of the United States to withdraw from such agreement.
SEC. 10. Notification.
The Secretary of State shall notify the United Nations and any organ, specialized agency, commission, or other formally affiliated body of the United Nations of the provisions of this Act.

Citibank Funding Grant to Aid the American People

INTRODUCTION AND JUST CAUSE
Under United Nations Charter, Article 104, the United Nations can compel the U.S. Federal Government to manipulate any state government—to defund ANY county government. They can also play dirty tricks on any United States corporation. Even big banks, like Citibank. Citibank, whom after receiving nearly ⇉ half a TRILLION dollars ⇇ of American’s money as ‘federal funding’, now only has branches in about 13 of our 50 states!
That doesn’t seem like the kind of success a big bank would want. Nor the kind of “thank you” (from a public relations standpoint), that they would want for those who funded them. Especially when they received more than any other financial institution. Instead, it makes them ‘look like’ common thieves.
Just like Citibank, many government agencies, also, have had to compromise the American public’s welfare in order to receive funding. Ending up, ‘looking’ just as criminal.
Suspiciously, in 2000, there were over 8,300 FDIC-insured banks in the United States. By 2021, there were only 4,236. In other words, about HALF were already gone—three years ago.
A COUNTRY WHOSE PEOPLE CANNOT ACCESS THEIR OWN MONEY IS A COUNTRY THAT CAN EASILY BE OVERTHROWN!!
I EMPHASIZE … If whoever is behind America’s demise divides us, they will conquer us. However, due to the laws of this country which none other have; if USA corporations, Americans and their representatives—UNITE—no entity (not even the United Nations) can touch us!!
Contrarily, I quote Soviet Premier Nikita Khrushchev, “We will take America without firing a shot. We do not have to invade the U.S. We will destroy you from within.”

As recent history continues to testify, the global COVID-19 pandemic resulted in many Americans losing their businesses due to lockdowns. More Americans lost their jobs to vaccine mandates even with religious objections. While others lost their banking jobs from a wave of financial institution branch closures starting well before the pandemic and continuing.
➢ In Arizona, for example, currently there are zero Citibank branches. With Bank of America having closed many of their branches.
There are also many military and law enforcement people, competent in security, who lost their jobs from vaccine mandates because of their loyalty to their faith. At one point, forty-thousand National Guard members were at risk of the same, potentially threatening United States of America’s national security and the safety of its principals (peoples).
The Landmark Surety of Peace Court Record
When an injury is a private matter, no one but the parties involved and their lawyers have a say. However, IF the injury or rights invaded are even REMOTELY public, anyone may intervene. I, Cynthia Mildred Miles, do testifieth that I noticed peoples’ rights weren’t being upheld by their own government agents. There were many laws and international agreements in place to avoid this. But the contracts were not being properly performed. While it’s true agents can never supersede their principals, wards ARE ineligible to contract.
Thus, I, Cynthia Mildred Miles, over many years and procedures, proved my mental competence to stand in my own stead to the United States of America; State of California; and the United Nations, their Member States and Organizations. During which, I was kidnapped six times and held for enhanced interrogation once. These are the direct known material facts…
As a result of a color-of-law (fraudulent) prosecution in relation to one of my kidnappings, on November 7th, 2012, I, Cynthia Mildred Miles, filed a ‘surety of peace’ in Ventura Superior Court Case 2011045129. It was court received and recorded the same day.
Prior invoked universality principle was court recorded on October 12th, 2012. Made possible by the prior threats to my life which because of who all were involved is a threat to everyone—worldwide.
In my Surety of Peace Offer, I, Cynthia Mildred Miles, claimed my right to stand as the financial liable party for among others all contracts signed on my behalf by federal and state government/s. Possible because agents cannot supersede their principals. And the principal, not the agent, is the financially liable party.
More than 200 domestic and international recipients received formal court service of process. The Ventura Superior Court recorded a request for ‘Service Abroad of Judicial or Extrajudicial Documents’ on December 6th, 2012. The United States of America Government formally received and accepted my Surety of Peace Offer on December 24th, 2012, which is court recorded.
Every United Nations Member State also AGREED which court records prove. They also acquiesced to this same qualification worldwide (by proxy) for any contract signed on behalf of people because of the incontestable ‘unalienable-sovereignty’ of all humans.
In law, it’s well known that ‘remedy’ is related to redress of injuries. When rights invaded and injuries committed are merely private, no one has a right to interfere or seek a remedy except the parties immediately injured and his professional advisers. But when the remedy is even nominally public and prosecuted in the name of the commonwealth anyone may institute proceedings, although not privately injured (1 Salk. 174; 1 Atk. 221; 8 M. & S. 71).

I, Cynthia Mildred Miles, comprehend with Citibank’s current majority shareholder control, as well as its current assets and financial means; that opening and operating brick-and-mortar branches in every USA community nationwide probably isn’t doable. And sustainability for all the hires Citibank would need, possibly, are beyond its current resources or come with insurmountable stockholder pushback and or shareholder obligations.
But what if instead of the US Government being at risk of a takedown, Citibank could safeguard that all Americans (not just those who succumb to invasion of rights) will have fair access to banking services?

Especially, when, the rest of the world’s governments are forced to submit to a one world government; because their people can’t access their physical money when the financial institution’s brick-and-mortar branches are all gone!!
I, Cynthia Mildred Miles and my executors after my death, have lawful capacity to create unlimited money that can be exchanged lawfully for US dollars or any other currency—even digital, to gift unlimited funds to Citibank to open branches in all communities across the United States of America; gift all operating costs ongoing (no matter Citibank’s revenues) including inter alia the hires ongoing, even armed security; as well as pay for any or all stock buyback/s.
➪ Inflation is not caused by new money supply from exchanges as it has no associated odious debt.
Armed bank security, in every community across the United States of America, has potential to effectively place armed USA military and law enforcement trained people in—ALL—communities across America…outside of United Nations or any other world government control. Importantly, corporations and people are exempt entities.
✔ USA military and law enforcement trained people are people who swore oaths to defend the United States of America from enemies foreign and domestic.
✔ USA military and law enforcement trained people are people whom were willing to die for the American people, even though most of those people are ones whom they had never met. Only the noble-hearted would make such a promise.
Moreover, even if Americans’ second amendment rights to bear arms are removed, no authority has jurisdiction to forbid ‘armed security’ at financial institution branches serving as financial agent/s of a court recognized sovereign…who is a PRINCIPAL of the United Nations own contract!! Agents cannot supersede their principals.
➢ Not even the United Nations, nor their Peacekeepers, can supersede my authority or touch my retinue!! The established contractual agreement for recognition of these direct known material facts stipulates recognition as irrevocable and unconditional.

All United States of America states equally inherit my estate upon my death. Thus, every American, though not individually named, by effect, is my Beneficiary and an integral part of my retinue.
Importantly, the FBI has documented in their “Investigators Guide to Allegations of ‘Ritual’ Child Abuse” of January 1992, victims of Satanic ritual abuse report use of excrement (urine and feces) in Satanic ceremonies.

Further, there is scientific evidence that aflatoxins have been bio weaponized. It’s commonly seen in grains, pulses and dried fruits and vegetables. The same foods people buy for long-term food storage and emergencies. Aflatoxin isn’t destroyed by cooking and can be lethal. It’s common even in organic foods. Also curious are food processing plants all over the United States seem to have unusual and or unusually high numbers of negative incidents such as fires and plane crash damage.
The United States of America national motto is, “In God We Trust.” See 36 U.S. Code §302, which the United States of America Congress reaffirmed in 2002, 2006 and 2011 and of which is written even upon the United States of America’s legal tender (mammon).
In contrast, Black’s Law Dictionary Revised 4th Edition defines evil as, “EVIL. It is an “evil” within rule that either means or end of conspiracy must be evil, to frustrate or impede a government function, whether that function is performed under a constitutional or an unconstitutional law. U. S. v. Rhoads, D.C. D.C., 48 F.Supp. 175, 176.”

If Citibank were to also aid American farmers, food production and other product manufacturers who serve the American people, this would allow for food production and other necessary manufacturing without special interest stipulations. Citibank’s granted funding as specified herein should not be considered limited to only a few types of aid for the American people.
MY INTENT IS TO GRANT FUNDS FOR ANY AND ALL HELP TO THE AMERICAN PEOPLE INCLUDING BUT NOT LIMITED TO EVEN FUNDING THE ENTIRE US DEPARTMENT OF DEFENSE AND PAYING ALL US DEBT SHOULD THE INTERNATIONAL MONETARY FUND OR ANY OTHER INDIVIDUAL CALL ITS LOANS OR TRY ANY KIND OF FINANCIAL RESET.
When considering whether this kind of aid to the American people is just; foundationally, there are a lot of Americans who love God and lovingly uphold their national motto. In fact, statistically, the majority do. Thus, my answer to this consideration is Romans 8:28 KJV, “And we know that all things work together for good to them that love God, to them who are the called according to his purpose.”
CITIBANK GRANT
I, Cynthia Mildred Miles, the court recognized sovereign of the CYNTHIA MILDRED MILES ESTATE, in my personal capacity which is outside of United Nations jurisdiction and authority, do hereby grant to Citibank UNLIMITED AND ETERNAL FUNDING, now, and even after my death by act/s of the executors of my Will which hereto attaches.
Citibank is hereby authorized, warranted and bonded to use these unlimited granted funds for current, future and new operating costs ongoing including inter alia for—any or all: stock buyback, current or new brick-and-mortar branches, infrastructure, staff, armed security, ANY amount of bank vault cash (even over 100% reserves requirement), any or all cash-reserves requirement, and any aid for the American people.
Citibank is authorized, warranted and bonded to use these unlimited granted funds at their sole discretion so long as it benefits the American people collectively or justifiably for an individual American who is in sincere need. “Sincerity” shall be decided solely by Citibank but shall be determined prudently.
“Any aid for the American people” SHALL MEAN for this Grant’s purpose—ANY AND ALL INCLUSIVE—at Citibank’s sole discretion.
This means that Citibank can also use this Grant to fund their own grants to American farmers and manufacturing or service companies which make food, products or provide services for the American people. Likewise, Citibank may also use this Grant’s funds to aid homeless Americans (direct to individuals in sincere need as well as through charities) in ANYWAY Citibank chooses and at their sole discretion; but in no case shall Citibank refuse mercy to someone in genuine need or perpetrate treason against the American peoples.
Similarly, Citibank may additionally use this Grant’s funds (among anything else Citibank wants which helps the American peoples) to fund the entire US Department of Defense or pay all United States debt or any US state, county or municipality debt; regardless of whether or not the International Monetary Fund or any other individual calls its loan/s or tries any kind of financial reset. Citibank may even fund any US federal, state, county, or municipality infrastructure or operating costs ongoing!!
OTHER CONDITIONS WHICH ATTACH UPON COMMENCEMENT OF CITIBANK’S INITIAL RECEIPT OF FUNDS AND WHICH SHALL REMAIN FOREVER AFTER
1. 25% of all Citibank profits shall be divided equally and paid quarterly to each respective “State” of the United States of America in equal portions.
2. 25% of all Citibank profits shall be divided equally and paid quarterly to each respective “County” of the United States of America in equal portions.
CONDITIONAL GUARANTY OF ABSOLUTE SOVEREIGN IMMUNITY HEREWITH GRANTED
Citibank, as my personal financial agent, is an integral part of my sovereign retinue. So long as my conditions herein are met; my absolute, irrevocable and unconditional sovereign immunity shall blanket any and all Citibank related acts even after my death!!
INITIAL GRANT FUNDING
As first funding of this Grant, $1-trillon USD shall be paid to Citibank after the completion of the 1 June 2023 Special Funds Transfer Order’s incorporated Special Funds Transfer Payment Order; with final payment of funds to my named Beneficiary, by corresponding credit, to the named beneficiary’s account. ‘Funds’ are the previously wire transferred $9-trillion USD which is the subject of the Office of the Comptroller Case CS0264660 and of which Citibank acknowledged these received funds in writing and copied same acknowledgement to the Office of the Comptroller of the Currency on 10 May 2023. The wire transfer’s named ‘Beneficiary’ is Cynthia Mildred Miles. Payment of the $1-trillion USD to Citibank may pay any time after my $9-trillion USD deposits into “my personal” checking account but shall not pay later than 30-days after funds availability unless otherwise requested by Citibank.
Citibank may instruct how they would like to take receipt of this first Grant funding whenever convenient and in any manner which suits them, even informally by phone or email. However, should I, Cynthia Mildred Miles, become incapacitated or even assassinated before Citibank receives funds; Citibank has my express permission and is herewith authorized, warranted, and bonded to deduct the full $1-trillion USD from any of my accounts or combination thereof prior to any remaining balances paying to my named “Beneficiaries” of my 4 January 2017 Will which names every state of the United States of America in equal shares.
FUTURE FUNDS
Citibank may instruct when and how much they would like for future Grant funding whenever convenient and in any manner which suits them, even informally by phone or email.
Should I become incapacitated or die before more funds be needed, or even wanted, I pre-authorize, warrant and bond the Executors of my Will for any and all acts to fulfill my promises made herein to FOREVER aid the American people by continually supplying unlimited funds to Citibank by this Grant!!
